It is generally agreed that the UN Treaty Body System could be more efficient and effective in its work of monitoring and promoting the implementation of the international human rights treaties. There have been a number of initiatives around the harmonisation of the working methods of the Treaty Bodies. In particular the annual meeting of Chairpersons of Treaty Bodies and the Inter-Committee Meeting provide a forum for the members of the different Committees to discuss the harmonisation of working methods. In November 2009 the Dublin Statement on the Process of Strengthening of the United Nations Human Rights Treaty Body Systems relaunched a wider discussion on reform of the Treaty Body system.
